Teaching, Materials and Assessment

This part covers the practical, format-level work that underpins every chapter in Part 3: how to produce accessible documents, slides, video, and online content; how to design assessment that measures learning rather than incidental barriers; and how to talk to students about support in a way that is respectful and genuinely useful. Because this content applies across every accessibility category, it is covered once here rather than repeated seven times in Part 3.

1. Accessible Teaching Materials

Most accessibility barriers in higher education are not caused by dramatic, one-off events. They are caused by small, repeated, easily fixed formatting choices, made without thinking, in the ordinary business of producing a slide deck or a reading list. This section sets out the specific, practical choices that make the biggest difference.

Documents

  • Use proper built-in heading styles — never bold text alone — so a screen reader can navigate the structure of the document rather than reading it as one undifferentiated block.
  • Use a plain sans-serif font (e.g. Arial, Verdana, Tahoma) at 12–14pt for body text; avoid underlining except for links, avoid excessive italics, and avoid setting whole words or headings in ALL CAPITALS, which is both harder to read and cannot be emphasised further if needed.
  • Use sufficient colour contrast between text and background, and never rely on colour alone to convey meaning — a red ‘incorrect’ label needs a second cue (an icon, the word ‘incorrect’ itself) for a colour-blind reader.
  • Add meaningful alt text to any image that carries information; purely decorative images can be left unlabelled so a screen reader does not waste a student’s time announcing something with no informational content.
  • Use simple, clearly labelled tables with genuine header rows (not just bold text formatted to look like a header), and use descriptive link text — ‘the university’s accessibility policy’, not ‘click here’ — since a screen reader user often navigates a page by jumping between links alone.
  • Avoid scanned, image-only documents entirely. A scanned page of text is, to a screen reader, indistinguishable from a photograph — completely unreadable, however good the print quality looks to a sighted reader. Export directly from the source document to PDF instead of scanning a printed page.
  • Provide an editable or alternative format on request — large print, audio, or Braille conversion — recognising that the more accessible the source document already is, the less time-consuming this conversion becomes; a badly formatted starting document can take hours to make usable, while a well-structured one converts in minutes.

Presentations

  • Keep slides uncluttered, with a limited amount of text per slide — a slide dense with text is hard to read for many students, not only those with a specific visual or attention-related difficulty.
  • Describe diagrams and images aloud rather than assuming they are self-explanatory, and avoid the habit of saying ‘as you can see here’ without further description.
  • Ensure content can be understood without relying only on colour — a chart distinguishing categories by colour alone excludes colour-blind readers and anyone accessing the content in black-and-white print.
  • Avoid flashing or rapidly changing content, which can trigger discomfort or, in rare cases, seizures for some viewers, and is disorienting for many others.
  • Share slides before the session, not only afterwards, so students who benefit from pre-reading vocabulary or structure — a theme that recurs across almost every chapter in Part 3 — have the chance to do so.

Video and audio

  • Provide accurate captions on all video content, and a written transcript where possible — captions that are auto-generated and unchecked frequently contain enough errors to genuinely obscure meaning, particularly for technical or discipline-specific vocabulary.
  • Ensure audio quality is clear, since poor audio compounds every other access barrier — a hard-of-hearing student managing marginal audio quality has far less capacity left over to process content.
  • Describe important visual information verbally within the recording itself, rather than assuming a viewer can see what is being shown on screen.
  • Avoid using uncaptioned media as essential, non-optional teaching content — if a video is the only source for a piece of required content, its inaccessibility becomes a barrier to the module itself, not just to that one resource.

Online teaching

  • Use consistent navigation and clearly labelled resources from week to week — a recurring theme throughout Part 3 is that inconsistent structure disproportionately affects students managing executive-function or anxiety-related difficulties, while genuinely costing sighted, neurotypical students very little.
  • Ensure keyboard accessibility, so that a student who cannot use a mouse (whether due to a motor impairment or because they are using a screen reader, which relies on keyboard navigation) can still complete every function on the page.
  • Provide accessible file formats for anything students are expected to download or interact with.
  • Record sessions where institutionally and pedagogically permitted, and explain participation expectations clearly at the start of a module, so students know in advance what live attendance genuinely requires versus what flexibility exists.
  • Provide an alternative where a specific platform creates an accessibility barrier for a student — for instance, where a particular tool is known to be incompatible with a specific screen reader.

Refer to WCAG 2.2 AA as an internationally recognised digital accessibility standard for anything published online, while checking whether local legal requirements in a given country add anything further to this baseline.

A quick before-you-send checklist

A short version of the guidance above, sized to run through in under two minutes before sharing any document, slide deck, or link with students.

Does this document use built-in heading styles, not just bold text?
Is the font plain, sans-serif, and at least 12pt?
Have I checked colour contrast, and avoided colour as the only signal?
Does every meaningful image have alt text?
Is this a text-based document, not a scanned image?
If this is a video, does it have captions and, ideally, a transcript?

2. Inclusive Assessment

Assessment is where accessibility barriers become highest-stakes, because a barrier that costs a student a few minutes of extra effort in a lecture can cost them marks, or a degree classification, in an exam. Good assessment design separates what is actually being tested from how it happens to be tested, and treats the second as a design choice rather than a fixed feature of the subject.

  • Make assessment instructions clear, and explain marking criteria in writing, well before the assessment itself — ambiguous or verbally-delivered-only criteria disadvantage several categories covered in Part 3 simultaneously, and genuinely help every other student too.
  • Provide sufficient notice of assessment dates, formats, and any changes — late notice compounds anxiety and executive-function load in a way that is entirely avoidable.
  • Avoid unnecessary time pressure where it is not part of the actual learning outcome being tested. Ask directly: does this task need to be timed to validly assess what it claims to assess, or is the time limit simply administrative convenience?
  • Ensure the assessment measures the intended learning outcome, not an unrelated skill — handwriting speed, spoken fluency, or spelling accuracy — unless that unrelated skill is genuinely and explicitly what is being assessed.
  • Consider alternative formats where appropriate. The same learning outcome can very often be demonstrated through an essay, a presentation, a portfolio, an annotated diagram, or recorded work — the format is usually a design choice, not something fixed by the subject matter itself.
  • Implement approved extra time and rest breaks reliably, and ensure exam materials are themselves produced in an accessible format — an agreed adjustment delivered alongside an inaccessible exam paper is not, in practice, an adjustment at all.
  • Avoid penalising disability-related differences that are unrelated to the learning outcome — for example, marking down spelling in a subject where accurate spelling is not itself the skill being tested.
  • Communicate any changes to assessment promptly, and check arrangements are genuinely in place before the assessment begins, rather than discovering a gap once a student is already sitting the exam.

Worked example: a learning outcome of ‘demonstrate understanding of the theory’ can be assessed equally validly through a written essay, a recorded oral explanation, or an annotated diagram — a lecturer choosing between these formats is making a design decision, not applying a fixed rule about how the subject must be assessed. The same principle applies across disciplines: a lab report’s learning outcome is usually ‘can the student interpret and explain the results’, not ‘can the student physically write for two hours without a break’ — and once that distinction is made explicit, several apparently difficult accommodation requests turn out to be straightforward.

3. Communicating with Students — Ready-to-Use Wording

How a teacher talks about accessibility, in the moment, often matters as much as what adjustment is actually offered. The five short scripts below are deliberately plain and low-key — none of them require the teacher to have specialist knowledge of a condition, and none of them ask the student to justify or explain their needs in detail. Avoid intrusive questions about diagnosis, treatment, family circumstances, or private medical information unless the student voluntarily shares it and it is directly relevant to what is being discussed.

Asking about support

Say: “Please let me know whether there are any agreed adjustments or accessibility arrangements I should be aware of for this module.”

This works as a standard line in a first-session introduction, a welcome email, or a course handbook — normalising the question for everyone removes the pressure on any one student to be the one who raises it.

Responding to a disclosure

Say: “Thank you for telling me. I will treat this information confidentially and work with you and the appropriate university service to support your participation.”

The key elements here are gratitude (not surprise or over-reaction), a confidentiality commitment, and a next step — this response works whether the disclosure happens by email, after a session, or in a one-to-one meeting.

Checking an adjustment

Say: “I would like to confirm that the agreed arrangement is working as intended. Please let me know if there is still a barrier.”

This is worth using proactively, not only when a problem has already been raised — several chapters in Part 3 note that an adjustment agreed on paper is not the same as one confirmed as actually working in practice.

Addressing an accessibility problem

Say: “Thank you for raising this. I will provide an accessible version and review how the material was prepared so that the issue does not happen again.”

This response does two things at once: it fixes the immediate problem and commits to a process change, which matters more than it might seem — a student raising a barrier wants to know it will not simply recur next week.

Referring to support

Say: “I may need support from the relevant university team to arrange this properly. I will explain the next steps and make sure the issue is followed up.”

This is honest about the limits of what a teacher alone can arrange, while making clear the teacher is not simply handing the problem off and disappearing.

Foundations

This part sets out the shared thinking behind everything else in the toolkit: what inclusive education actually means in a higher education context, why it is treated as a matter of educational quality rather than charity, and exactly where a teacher’s own responsibility begins and ends. Understanding this part well makes Parts 2, 3, and 4 far easier to apply, because the same handful of principles — anticipate diversity, build access in rather than bolt it on, ask rather than assume — repeat throughout the rest of the toolkit.

1. What Is Inclusive Education?

Inclusive education means ensuring that all students can participate meaningfully in higher education, regardless of disability, learning difference, neurodivergence, mental health condition, language background, gender, geography, or socio-economic circumstances. In practice, this means four things happening together: barriers to learning are actively removed rather than left for the student to work around; participation, dignity, and belonging are actively promoted, not just tolerated; learner diversity is anticipated in course design rather than discovered by accident partway through a term; and accessibility is treated as a standard of educational quality, on the same footing as accurate content or clear assessment criteria — not as an optional extra that depends on how much time a teacher happens to have.

It is worth being precise about what inclusive education is not. It is not simply making individual accommodations for a small number of students who ask for them. That approach — sometimes called a ‘deficit’ or ‘medical’ model of disability — treats accessibility as a favour granted to a minority, decided case by case, and dependent on a student’s willingness to disclose a private diagnosis. Inclusive education instead means designing teaching so that it already works for a wide range of learners before any individual student has to ask for anything. The practical difference is significant: in a deficit model, a blind student has to request an accessible version of every reading; in an inclusive model, every reading is produced in an accessible format as standard, and the blind student never has to ask at all.

This distinction matters because disclosure itself is a barrier. Research referenced throughout this toolkit shows repeatedly that many students — across almost every category in Part 3 — do not disclose a diagnosis to teaching staff, often because of stigma, a bad previous experience of disclosure, or simple uncertainty about whether it will actually help. A toolkit built entirely around individual requests will systematically under-serve exactly the students it is meant to help.

UNESCO’s Global Education Monitoring work frames this in international terms: inclusion in education is treated as a right rather than an act of goodwill, and the direction of travel for education systems worldwide is towards designing for diversity from the outset rather than treating it as an exception to be managed after the fact. This framing sits behind every part of this toolkit.

A short worked example makes the distinction concrete. Imagine two versions of the same introductory lecture. In the deficit-model version, the lecturer teaches as usual; a blind student later emails asking for the slides in an accessible format, a deaf student separately asks for captions on the embedded video, and a student with ADHD asks whether the assignment can be broken into stages — three separate requests, three separate email exchanges, three separate moments where a student had to identify themselves and ask. In the inclusive-design version, the slides were built as accessible documents from the start, the video was captioned before upload, and the assignment was already staged for the whole cohort — none of the three students needed to ask for anything, and the lecturer did not need to know who they were in order to serve them well. The teaching content in both versions is identical; only the design differs.

2. What Is Universal Design for Learning?

Universal Design for Learning, or UDL, is the practical framework this toolkit leans on most heavily. It is a way of designing teaching, learning materials, participation, and assessment so that they are accessible to a diverse range of learners from the outset — reducing, though never eliminating, the number of individual adjustments needed afterwards.

The three principles work together rather than separately. A single session might apply all three at once: a lecturer engages students with a structured choice of discussion topics (engagement), presents the core content as slides, a live explanation, and a written handout together (representation), and allows the resulting task to be submitted as either a short essay or a recorded oral summary (action and expression). None of this is exotic or expensive — it mostly involves offering an existing format alongside, rather than instead of, whatever the teacher already does.

The guiding idea behind UDL is simple: essential for some, beneficial for all. A flexible design choice made because one group of students needs it — captioned video, staged deadlines, written instructions alongside spoken ones — very often turns out to help a much larger group of students than it was originally designed for: students studying in a second language, students revising for exams, students who simply learn better from text than from speech.

UDL does not remove the need for individual reasonable adjustments, covered in Section 6 below. It reduces how many barriers exist in the first place, and how often a student has to ask for help with something that a slightly better default design would have avoided entirely. Some students will still need personalised support on top of good universal design — the two approaches work together, not as substitutes for one another.

A worked example across a single module

Consider a ten-week module. Applying UDL from week one might look like: readings and slides posted every Monday in a consistent, accessible format (representation); a mix of whole-group discussion, small-group tasks, and independent written reflection offered across different weeks so no single participation style is required every time (engagement); and a final assignment that can be submitted as either a written report or a recorded presentation, both assessed against the same marking criteria (action and expression). None of this requires knowing in advance which students in the cohort have a disclosed condition — it simply widens what ‘normal’ delivery looks like, so that when a student does disclose a specific need, the gap left to close with an individual adjustment is often much smaller than it would otherwise have been.

3. Why Inclusive Higher Education Matters Internationally

Inclusive higher education is sometimes framed narrowly, as a compliance issue tied to one country’s disability legislation. This toolkit takes a broader view, because the outcomes it supports matter well beyond any single national policy framework:

  • Equal participation in education, and disability rights and social inclusion more broadly, as recognised under the UN Convention on the Rights of Persons with Disabilities.
  • National development priorities: a higher education system that widens genuine access supports a country’s broader goals around employment, productivity, and social cohesion.
  • Employment and workforce participation — graduates who were well supported through their studies are better equipped to enter and remain in employment.
  • Internationalisation of universities — international accreditation, partnership, and mobility increasingly expect institutions to demonstrate genuine inclusive practice, not just a policy document.
  • Participation of rural and marginalised learners, who may face compounding barriers — geographic distance from support services, limited digital infrastructure, or local stigma — on top of a disability or learning difference.
  • Improved teaching quality and digital learning experiences for the entire student body, not only students who identify as disabled.
  • Better student retention and achievement — inclusive practice is consistently linked in the research base to reduced dropout and improved outcomes.

In transitional and developing higher education systems, additional practical challenges can include limited physical accessibility in older buildings, unequal access to assistive technology, inaccessible websites and learning materials, limited staff training, stigma around disability and mental health, meaningful gaps between rural and urban institutions, and — echoing the point made in Section 1 — an over-reliance on students to explain or prove their own needs before any support is offered.

Uzbekistan illustrates how quickly this picture can shift with sustained institutional attention. The country ratified the UN Convention on the Rights of Persons with Disabilities in 2021, and has since adopted a National Action Plan (2023–2025) for its implementation. Widening access for people with disabilities is named as a specific policy priority under the ‘New Uzbekistan’ Development Strategy for 2022–2026. Since 2022, a national Inclusive University Working Group, convened under the Ministry of Higher Education, Science and Innovations and involving the British Council and Westminster International University in Tashkent, has been coordinating good practice sharing across Uzbek universities. Appendix A.3 sets out concrete examples of what this looks like at named institutions — from examination panel representation for blind applicants at Gulistan State University, to a dedicated Diversity and Inclusivity Support Unit at Westminster International University in Tashkent, to sign-language staff training at the National University of Uzbekistan. These are offered not as a finished picture, but as evidence that meaningful change in this area can happen over a small number of years when it is prioritised institutionally.

4. Core Responsibilities of Higher Education Teachers

It helps to be specific about where a teacher’s responsibility begins and ends, because uncertainty on this point is itself a barrier — teachers who are unsure what is expected of them tend to either do too little, or feel personally responsible for problems that are actually institutional in nature. Across every accessibility category covered in Part 3, teachers are expected to:

  • Plan teaching with learner diversity in mind, from the start, rather than as an afterthought once a specific student’s needs become known.
  • Know how to access the institution’s disability or inclusion procedures — not necessarily memorise every detail, but know where to look and who to ask.
  • Review and apply agreed adjustments, and take the further step of confirming they have actually been implemented, rather than assuming an adjustment recorded on a student’s file is automatically delivered in the room.
  • Maintain student confidentiality and communicate respectfully, including with colleagues discussing a shared student.
  • Provide accessible teaching materials, with clear instructions and sufficient notice of tasks, deadlines, and any changes.
  • Support different ways of participating in a session, rather than treating one mode of participation (typically, speaking up unprompted in open discussion) as the only valid one.
  • Make reasonable changes where appropriate, guided by what actually removes a barrier rather than by precedent or convenience.
  • Ensure assessments measure learning rather than disability-related barriers — the distinction covered in more depth in Part 2, Section 8.
  • Report barriers they cannot resolve independently, and work constructively with disability, wellbeing, technical, or academic support services when necessary, rather than treating an unresolved issue as someone else’s problem to notice.
  • Avoid placing the full responsibility for accessibility on the student — the single principle that, more than any other, distinguishes inclusive practice from a purely accommodation-based approach.

Teachers are not expected to diagnose students or act as medical professionals. Their responsibility is to remove educational barriers and implement appropriate support — not to determine what is ‘really’ going on for a student, or to second-guess a diagnosis, a disclosed need, or a requested adjustment.

It can help to think of this list as two layers. The first layer — plan with diversity in mind, provide accessible materials, communicate clearly — is universal design work a teacher can do without knowing anything about any specific student, and forms the majority of what this toolkit covers. The second layer — reviewing and applying an agreed adjustment, working with a support service on a specific case — only activates once a specific student’s needs are known, whether through disclosure or a formal support plan. Most of a teacher’s day-to-day inclusive practice sits in the first layer; the second layer, while sometimes more visible, is usually the smaller part of the work.

5. Institutional Support Teachers Need

Inclusive teaching should not depend entirely on the knowledge, goodwill, or personal resources of individual teachers. A teacher who wants to do the right thing but has never been trained, has no accessible template to start from, and has no one to ask when something goes wrong, will inevitably under-deliver — not through a lack of care, but through a lack of the basic infrastructure good practice requires. To do this well, institutions should provide:

  • Clear inclusion and reasonable-adjustment procedures, communicated reliably to teaching staff — not buried in a policy document no one reads.
  • Disability awareness and accessible teaching training, ideally delivered by, or in partnership with, specialist organisations rather than as a single generic module.
  • Accessible classrooms and digital platforms, with captioning and assistive technology support built in as infrastructure, not requested individually each time.
  • Accessible document templates, so a teacher preparing materials starts from something already compliant rather than having to learn accessibility formatting from scratch.
  • Guidance for inclusive assessment design, so that questions like ‘can I offer an alternative format here’ have a clear, pre-agreed answer.
  • Named specialist contacts for teachers to reach when they need help — a real person, not just a general email address.
  • Support for adapting laboratories, placements, and practical activities, which typically require more resource and lead time than lecture-based teaching.
  • Sufficient time and resources for teachers to prepare accessible materials — treating accessible-material preparation as a workload item, not an unpaid extra.
  • A clear procedure for reporting inaccessible rooms, technology, or resources, with visible follow-through, so that reporting a problem is not itself a dead end.

6. Inclusive Teaching vs Individual Reasonable Adjustments

These two approaches are often confused, but the distinction matters for how a teacher plans a session.

Inclusive teaching

Inclusive teaching is planned for a wide range of learners from the beginning, applied to everyone in the room without requiring any individual disclosure or request. Examples include accessible slides, a clear lesson structure, captions on video content, materials shared in advance, multiple participation methods, flexible learning activities, plain language, and accessible online content. None of these require knowing anything about any specific student — they are simply better default design.

Individual reasonable adjustments

Reasonable adjustments are specific changes made for one particular student, agreed because general inclusive design does not, on its own, fully remove a barrier that student faces. Examples include extra assessment time, an interpreter, a reader or scribe, a specialised format, an individual deadline adjustment, a modified placement task, or a specific seating arrangement. These require knowing something about the individual student, typically through a formal support agreement or a direct conversation.

Teachers should use both approaches, and should not treat one as a substitute for the other. Good inclusive design reduces how many individual adjustments are needed — a course that already provides captioned video, for instance, removes the need for a deaf student to specifically request captioning — but it does not eliminate the need for individual adjustment entirely. Some barriers are genuinely individual, and no amount of universal design will remove the need, for example, for an interpreter booked for a specific student in a specific session.

A useful test when planning a session: ask first ‘what could I build in for everyone, without knowing who is in the room?’ and only then ask ‘what does this specific student, who I do know about, additionally need?’ Answering the first question well makes the second question smaller and more manageable.

Introduction

How to Use This Toolkit

This toolkit exists because most higher education teachers want to teach inclusively but are rarely given the specific, practical guidance to do it well. Policy documents tell staff that inclusion matters; they rarely tell a lecturer what to actually do differently on a Tuesday morning lecture, or how to word an email to a student who has just disclosed a mental health condition. This toolkit is written to close that gap.

It is organised in four parts, each answering a different kind of question:

  • Part 1 (Foundations) answers ‘why does this matter, and what is my role as a teacher, specifically?’
  • Part 2 (Materials and Assessment) answers ‘how do I make what I already do — my slides, my documents, my exams — accessible, without redesigning my whole module?’
  • Part 3 (Accessibility Categories) answers ‘what does this specific condition mean for my teaching, today?’ — one chapter per category, each following an identical structure.
  • Part 4 (Putting It into Practice) answers ‘what do I actually do in the moment something goes wrong?’ — short scenarios and a one-page checklist.

The toolkit is designed to be read once, cover to cover, during induction or a staff development session — and then used afterwards purely as a reference. Part 3 and Part 4 are built for this kind of repeat, quick use: a teacher preparing a Thursday seminar for a student with dyslexia should be able to open Chapter 12, read the Quick Teacher Checklist, and be ready in under five minutes.

Every chapter uses plain, direct language, short sentences, and a fixed structure, partly because this is simply good practice for a practical staff resource, and partly because the toolkit itself needs to be translated into Uzbek and Russian without losing meaning — idiom and long, complex sentences do not translate well.

Who This Toolkit Is For

  • University lecturers, module and course leaders.
  • Tutors, teaching assistants, and seminar leaders.
  • Laboratory and workshop teachers, and placement supervisors with teaching responsibilities.
  • Online and blended-learning educators.

What This Toolkit Deliberately Does Not Cover

To keep this toolkit usable rather than exhaustive, several things are deliberately left out, even though they matter:

  • Detailed guidance for disability services, admissions, or estates teams — these have their own specialist procedures and staff, and duplicating them here would make this toolkit longer without making it more useful to a teacher.
  • Diagnostic or medical detail beyond what a teacher needs to act — this toolkit is not a clinical reference, and teachers are never expected to diagnose.
  • A single fixed answer for every situation — genuine flexibility, informed by what an individual student says they need, will always outperform a rigid script.
